Mainly, I need to upgrade the OS to allow more RAM total.

As far as all the things in the budget, it just isn’t a high enough priority, but I would LOVE to use a SSD drive.

Have you thought about a SSD? Probably not enough space if you need a lot of programs, but you don’t need to defrag them and they’re a lot faster! One of the best, cheapest upgrades you can make, along with the RAM.
